In New York State any function or event with an attendance of 5,000 people is regulated by the New York State Sanitary Code Part 18. The Part sets the minimum event medical service requirements for events based on the anticipated attendance.
- 5,000 – 15,000 attendees: one (1) emergency health care facility on site staffed by a minimum of two (2) emergency medical technicians, one staffed ambulance on site, and the services of a physician available to the site within 15 minutes
- 15,001 to 30,000 attendees: two (2) emergency health care facilities on site with each staffed by a minimum of two (2) emergency medical technicians, one (1) staffed ambulance onsite, and the services of a physician available to the site within 15 minutes
- 30,001 – 50,000 attendees: two (2) emergency health care facilities on site with each staffed by two (2) emergency medical technicians, two (2) staffed ambulances onsite, and a physician onsite
- 50,000 > attendees: two (2) emergency health care facilities on site with each staffed by two (2) emergency medical technicians, three (3) staffed ambulances onsite, a physician onsite, and a written statement shall be available describing the impact the event will have on public safety and emergency medical services in the area, which must include comments by local police, fire, emergency medical services personnel and other public safety officials who have jurisdiction to provide services.
An application must be filed with the New York State Department of Health Bureau of Emergency Medical Services for a Permit To Hold A Public Function. The permitting process includes describing the medical plan for the event.
Part 18.4 (c) Additional emergency medical services, ambulance service, equipment, supplies and personnel, as the permit-issuing official may require because of special circumstances, including but not limited to the location and nature of the event, accessibility to existing emergency medical services systems, access and weather conditions shall be made available.
